Terms of Reference - Draft
The Play Partnership terms of reference are in draft form, therefore they have not been agreed by the Play Partnership members.
1. Mission
The health and well being of Peterborough’s children and young people will be improved by imaginative and dynamic provision and management of spaces and opportunities for play.
2. Purpose
To co-ordinate and monitor Peterborough’s Play Strategy 2007-2012, improving the provision, increasing accessibility and promoting the benefits of play to residents and visitors to Peterborough
3. Aims
To act as the entity that co-ordinate, monitors, reviews and evaluates the Peterborough Play Strategy and Action Plan 2007-2012.
To report on the progress of the Play Action Plan to the Enjoy and Achieve Partnership – which forms part of the Children Trust board.To support and guide the successful implementation, delivery and evaluation of the Playbuilders programme 2008 – 2011, including advising on suitability of sites, appropriateness of design and ensuring the effective communication of these sites.To ensure that children and young people are consulted and engaged in the ongoing implementation and monitoring of the Play Strategy and Play Action Plan. To ensure that the strategy implementation is inclusive of all children, whatever their particular needs or backgrounds.To assist and advise on any play-related projects looking for city-wide support or funding.
To recognise the contribution of play to the priorities and outcomes contained in the Sustainable Community Strategy 2008-2021 including childhood obesity, emotional health and well being, working in locality based neighbourhood management teams to ensure effective partnership working.
To help promote and publicise the importance of play and the ongoing actions arising from the Play Strategy Action Plan.
4. Objectives and Performance Management
The work of the Peterborough Play Partnership will be determined by the priorities and activities set out in the Peterborough Play Strategy and Action Plan. It will also be guided by the contributions that play can make to the ongoing delivery of Peterborough’s Sustainable Community Strategy and Local Area Agreement. The Play Partnership will ensure it works to achieve priorities that cross cut the Community Strategy. As such it will contribute to the other priorities in the Community Strategy:
- Creating Opportunities, Tackling Inequalities
- Creating strong and cohesive communities
- Creating UK’s Environment Capital
- Delivering substantial and truly sustainable growth
5. Partnership Structure
The Play Partnership is established as an integrated Partnership group which incorporates functions of a range of groups, organisations and companies operating within the Greater Peterborough Area. The Play Partnership may receive reports from, and may submit recommendations or advice to, any of its participant organisations.
Play Partnership members each retain their own executive authority, but the group provides a forum through which partners may agree shared aims and priorities to which the participant organisation’s resources can be directed.
The Play Partnership will elect their own Chairman and Vice Chairman on an annual basis; neither may serve for more than three years. The Chairman will sit on Enjoy and Achieve Partnership – which forms part of the Children’s Trust board. The Chairman and or Vice Chairman will be responsible for presenting the Play Partnership’s performance report to the Enjoy and Achieve Partnership on a quarterly basis.
The Play Partnership will meet every quarter (every 2 months in 2009 due to the ongoing Playbuilders work).
