Terms of Reference

PETERBOROUGH CHILDREN & YOUNG PEOPLE’S STRATEGIC PARTNERSHIP

 

1.   Purpose

 

      To provide strategic leadership for children and young people’s services in Peterborough.

 

 

2.   Aims & Objectives

 

      The Children and Young People’s Strategic Partnership (CYPSP) aspires to make real improvements

      in the lives of children and young people in Peterborough. 

      The CYPSP will aim to improve outcomes for children and young people in the following areas:

      Be healthy:                        enjoy good physical and mental health and live a healthy lifestyle

      Stay safe:                           be protected from harm and neglect and grow up being able to look

                                                 after themselves

       Enjoy and achieve:           get the most out of life and develop broad skills for adulthood

 

       Make a positive                 to the community and to society and not engage in anti-social or

       contribution:                      offending behaviour

       Achieve economic             so that they have a good start in life and are able to achieve their full

       well being                         potential and secure employment

 

3.   Activities

 

      The CYPSP will:

  • Provide the strategic direction and leadership required for the development of children and

           young people’s services in Peterborough against Every Children Matters / National Service

           Framework outcomes

  • Performance manage Block 1 of the Local Area Agreement (LAA) and report on LAA performance to the Greater

           Peterborough Partnership (GPP) Executive Group

  • Inform the development of and agree Peterborough’s Children and Young People Plan and secure the commitment

           from key partners in delivering this shared plan of action

  • Agree joint priorities and targets towards the achievement if better outcomes for children and young people

          in Peterborough, identify associated performance measures and ensure priorities are delivered

  • Set the strategic context for the sharing of resources and development of joint commissioning of children andyoung

           people’s services

  • Communicate and engage with wider stakeholders, including children and young people, to influence planning and

           delivery

  • Engage with other strategic partnerships, such as the Peterborough Learning Partnership and Community Safety

           Executive Board, to ensure co-ordinated responses to shared issues

 

4.   Partnership Structure

      The CYPSP is part of Greater Peterborough’s local strategic partnership structure and reports directly to the Greater

      Peterborough Partnership (GPP) Board.

      The Chair of the CYPSP will sit on the GPP Board and GPP Executive Group.

      The CYPSP will be supported by the following sub-groups that will oversee specific areas of strategy and

      implementation:

      Children’s Strategic Partnership (Birth – 13)

      Young People Strategic Partnership (13 – 19)

      Transformation Group 

      The Chairs of these groups will sit on the CYPSP.

      The structure, terms of reference, membership and activity of sub-groups will be reviewed

       annually by the partnership.

5.   Membership

      The CYPSP will operate via a core of key members while sustaining and communicating with a

      wider stakeholder group.

      Members should be of sufficient seniority to give agreement to commit resources and actions on

      behalf of their organisations.

     The key members of the CYPSP will be:

  • Director of Children’s Services, Peterborough City Council
  • Chief Executive, Greater Peterborough Primary Care Partnership
  • Chief Executive, Cambridgeshire & Peterborough Mental Health Partnership Trust
  • Chief Executive, Peterborough & Stamford Hospitals NHS Foundation Trust
  • Chief Executive, Connexions Cambridgeshire and Peterborough
  • Voluntary/Community Sector (VCS) representatives (3) – Voluntary Sector Forum, Cambridgeshire & Peterborough Council for Voluntary Youth Services and Peterborough Race Equality Council proposed
  • Cambridgeshire Constabulary
  • Community Services, Peterborough City Council
  • Lead Member for Children’s Services
  • Learning & Skills Council
  • Chairs of CYPSP sub-groups

The CYPSP will meet a minimum of four times per year.

Agendas and supporting documents will be issued at least one working week before the meetings.

Minutes will be produced and circulated within ten working days of the meeting. Peterborough City Council’s Democratic Services Department will provide administrative support to the working of the CYPSP.

 

Accountability

The CYPSP will report to the Greater Peterborough Partnership (GPP) Board and Executive Group.

 

The CYPSP will be chaired by the Director of Children’s Services.

 

The CYPSP will review its structure, membership and activities annually and present its proposal to

the GPP Board.

 

The CYPSP will hold at least one stakeholder conference per year, at which it will involve the wider

stakeholder group in strategic planning.
